The same people do the programming and the manual. They put the game first, as they should, releasing the game and two good patches for it without the unnecessary delays that a manual would entail.
The manual is only an optional extra. OOTP isn't rocket science: if you can't figure out 99% of the game by yourself from the menus and by heuristics, then frankly you aren't in the target game audience. The other 1% of the game you can ask questions about here.
