You need to get web hosting and a domain name. OOTP has an official server you can access that can be found at the top of this forum. A couple of other sources were listed in this thread, and there are literally over 10,000 companies to choose from to provide it.
For a domain name, I would suggest someplace like
http://www.godaddy.com . They have a ton of ads but you are in complete control of your domain. I've heard too many horror stories about companies stealing people's domain names. I've been using GoDaddy for about 2 years now for domain names, and I don't have any complaints .. other then they try REAL HARD to get you to buy other stuff.
As for why to use an external FTP program, there are scripts/methods of zipping the HTML reports, uploading the one file, then extracting them on your server. Saves you the trouble of uploading 3,000 odd files. Also, OOTP doesn't support uploading the league files, which you'll need to zip and put on the site after each sim. Just in case you don't have a zip program,
http://www.winzip.com is the best one I've found, and it's free.
