With all respect to Jase, this is another hypothesis. Is there a correlation between making a well-done
OotP online league application and the activity or success of its submitting GM? One can draw some conclusions, for example someone who is completely incompetent could probably neither fill out a good application, nor be a good owner in an online league. My opinion is that the value of using detailed, formal applications to choose online owners is unknown.
