It's probably a little bit of an upgrade over paint, but stills leaves something to be desired. For example, I wanted to add a curve effect to my text, but there's no way to do that other than manually turn each letter. So needless to say, I'm not curving the text
You can check PhotoPlus for free - it's an older version of their current software - at
www.freeserifsoftware.com.
Meanwhile, I found out through work that I could get Paint Shop Pro 8 for about $10, so I picked that up yesterday but haven't played with it at all yet.
