I have only used Photoshop but some friends who have Elements swear by it. For the price difference they tell me it’s a great deal since most of the things missing from Elements that are in Photoshop are things that mostly only pro graphic designers would use. I know with Photoshop I probably only use it to about 10-15% of its potential with my online league, the
USBA, and for logos for my solo leagues and my fictional face pack photos. Everything I do on it was self taught (trial and error!) and I learn something new all the time. Luckily I did not have to pay since my wife's company bought it for her for work. Turns out after they bought her for her they outsized the graphics design work to an independent contractor so she doesn't even use it.
