We've had waivers in the TLB since the league was created. Any MLer who was to be demoted to the minors or released was posted on the waiver wire forum. Teams had 36 hours(real hours) to claim him. If no one did, the original team was clear to do what they wanted with him. If he was claimed, and not pulled back, he would be assigned to the claimed team (priority was done using real MLB rules).
Just letting you know that you don't need an automated system. However, you should get one in the future
