If you're going to come with a complicated suggestion like this, you need some examples. Sure, A-Rod, Ken Griffey Jr., Barry Bonds, Pedro Martinez, etc. will raise fan interest, but what happens when they all retire? How do you justify who brings in interest and who doesn't? What if you create your own custom league with all custom random players?
Programmers, like myself, can make it happen, if it's planned out... but, something like this has too many intangibles. If someone can think of how to calculate this with new players, then it will probably be in the next patch, but there's nothing to go on.
Maybe, you can just use players who have 5-star ratings. But, in real life, there's plenty of players who raise interest and aren't necessarily the best at their position, maybe not even in the top 5. Would you go by where the player was born? Like if a player plays for his hometown team, the interest goes up higher than if he played on the other side of the US? Programmers need more to go on. Programmers can write great code, but they need more than just a static idea, to make it happen.
