It's the Pareto Principle (the 80/20 rule).

80% of any given output is typically generated by only 20% of the input.

So you can reduce by about 80% the amount of junk you read/see/hear/do by totally ignoring 20% of the biggest offenders. I use this philosophy at work and it works great!
