I'd play, though I'd make one change to the relegation/promotion scheme. Relegate the 10th place team, and then choose a second team to relegate via a weighted lottery between the 7th, 8th and 9th place teams.
Do the same with promoting (first place and weighted lottery of 2nd, 3rd and 4th). The basic idea is that this will help make sure you don't just have the same two teams yo-yo back and forth each season.
