Well you'll get the results, but the frequency isn't what one needs. Right? There are two values, min time and max time, which go from 0-255. 254 is the career-ending value. So last night, I set up a file with the min/max times set at 254, and started up a league.
I believe what happens is OOTP sees that an injury occurs, and generates a random number to determine length. It then scans the injury file to find an injury that has a suitable min/max range and selects from those potential injuries.
