Yeah there's no real way to reduce the frequency that the chosen name file is chosen. Although I haven't tried it, I suspect deleting the asian name files entirely would be bad.
This is one of the more frustrating areas as you can't change the frequency or the initial origin of the players. You could do as blueturf suggested and put different ethnicity of names in there. The problem is that you would end up with Fujiki Smith or something strange sounding like that.
I wish I could give you a better answer but it's a limitation of the engine
