I'll go a little more into detail.
WHIP of
0.90 or below - best in the league (Pedro, Schilling)
1.00 - Excellent, only a handful of pitchers each year come close to this
1.10 - Still very good, rare to have a number 3 starter or lower with this low a WHIP.
1.20 - Still good, but not ace material relatively.
1.30 - Mediocore, not bad, but your 1, 2, or even 3rd starter should have a lower WHIP.
1.40 - Not good.. 5th starters are usually expected to have this number
1.50+ - worst pitchers in the league.
