Just a suggestion if you haven't thought of it already. If you are going to equal the team markets and fan interest you might want to look at initial broadcast and merchandise revenue too. After the initial draft the game adjusts these figures for each team. I've seen some leagues start with as much as a $10 mil difference in merchandising revenue between teams. Because merchandising revenue fluctuates very little from season to season a team with a higher revenue to start will have an advantage that will be difficult for the lower revenue teams to overcome.
