From the information from various posters, it seems that you can get an talent increase, if you've maxed out on any single talent rating. It also seems that you may need to optimize your workout schedule to get within spitting distance of the recommended ratio. There have been educated guesses about Fitness in there as well but no one has so far been able to confirm this part. Youth is also apparently not required since you get can max talent increases after your "prime."
