I have seen talent changes, increasing the max talent ratings. Turns out I've seen three separate changes to the talent levels of my baseball guy, increases to first, Gap, then Power, then Contact (but not immediately after each other).
At the time of the first talent increase, all of the ratings were maxed out; Gap was 70 (70). I had noticed that he was getting tired a lot (he plays SS). Because he had already maxed out in all of his ratings, I figured I needed to reduced the workout regimen to:

2. Upper Flex Plus

Monday
1. Batting Practice
2. Relax
3. Fielding Plus
4. Relax
Tuesday
1. Leg Press
2. Lower Flex Plus
3. Relax
4. Relax
Wednesday
1. Batting Practice
2. Relax
3. Fast Run
4. Relax
Thursday
1. Turn and Run
2. Leg Flex Plus
3. Relax
4. Relax
Friday
1. Fast Run
2. Relax
3. Fielding Practice Plus
4. Relax
Saturday
1. Wrist Twist
2. Arm Flex
3. Relax
4. Relax
The recommended ratio was 1.4 and this setting came to 1.43 or so. He also got above 70 in fitness which was what I was shooting for.
A few weeks of simming and I'm surprised by a message that his Gap rating had increased; checked and lo and behold, he's at 70 (80).
I kept the physical regimen up until the SS turned about 30-31, and the recommended ratio turned to 1.3. I lowered it to 1.29 by tweaking the exercise and flex routines. In the next 2-3 years, when the guy was maxed out in abilities again, I got a message about Power increased. And in the year after that, when all of his states were maxed out again, I got another message saying that his Contact had increased.
Now I can't be absolutely sure, but it appears that if you keep within the recommended ratio of weight training/flexibility AND you have ALL the ratings (Eye, Contact, Gap, Power) max'ed out, then there's a chance that your baseball player will increase in talent ratings. There may be an element of luck there as well, but for the record, I had set the guy with an Luck of 1.
