Two things.....there was most DEFINITELY an issue with the app. I have since fixed and released an update that can be found here

(incidentally, that problem was of my own making. i tried to get fancy for 3rd party users and tripped over my own two feet. I beg everyone to recognize that i'm not a programmer. i'm just a guy who wanted a roster builder and wanted to see if he could build one. when it turned out really cool, i thought i'd share it.)
The other thing is that this is a zipped file. make sure you extract it before running the .exe file. It would not have worked for you earlier anyways, but that does seem to be a common mistake that users have run into.
