I tried to set up the league to emulate 80s ball (poorly from my end), so he is a Vince Coleman/Rickey Henderson hybrid of stealing 100+ bases regularly. I missed that once the power game/beefcake league started in the 90s.
Just looked it up: the most stolen bases in the 90s was by Coleman in 1990 (77). That is tied for 77th for the most in a single season.
In the 21st Century, Jose Reyes has the most (78 in 2007).
85-90 Coleman:
110 - 1985 (ROY)
107 - 1986
109 - 1987
81 - 1988
65 - 1989
77 - 1990
80-90 Henderson:
100 - 1980
56 - 1981
130 - 1982
108 - 1983

Looking at Babz, he is on pace for 114 SB. If it were still a 130-game season, he would be on pace for 103, which is still 10 better than his record year in 2317. In a MLB season, that would be a steal rate of .704 in a full season (162 gms assumed), which would rate out to 129 steals, one fewer than Henderson had in 1982.
So, the amazing Babz is still not Rickey Henderson at his best good. Crazy!
