If your system can run other games—especially ones that are far more demanding—without any issues, then your hardware clearly isn’t the problem. That’s exactly the case for me. Everything else runs perfectly fine, yet I still get slowdowns here.

So far it looks like those corrupted ghost files may have been the problem.
I saw two but there could have been more. I don't know how it would cause the problem i had but all i can say is that after a complete fresh install of windows i have not had the problem again. At least so far.
Of course it could have been some other software.
I do agree that the problem i was seeing wasn't caused by ootp or my hardware.
