I did the force reinstall but that did not correct the issue.

I am using custom folders for the logos, caps, jerseys, etc and I re-selected the path via the "Database" tab but that did not correct the issue either. I'm not sure what you mean by "copy over the contents of the data folder to your current install".

I've been using custom folders for a while (even for OOTP27 pre-patch) and have never had this issue before.

Addendum: I should note that I did not install the game in a custom directory, I used the default for that. I'm only pointing to custom folders for logos and uniforms.
