I'll confirm what he's saying, I've seen plenty of it in my now 9 years worth of the USBL.

You likely won't see it if you're not actively looking for it, but once you start digging into the sign, add to 40, waive/designate cycle it shows.

Pretty sure devs acknowledged it in a thread somewhere, and have a note referencing in the known issues thread.
