In reality the Team Owner has a big say on this topic: e.g. in Chicago Wirtz accepted the plan to do a full rebuild, in Calgary the TO does not want to do a proper rebuild, so they always stay in no-mans land.
In addition, from a game design standpoint, it makes sense to give the user (as GM or GM/HC) the direction he has to go and also evaluate him on this goal. I donīt think that is much different in any other sport manager game (that I know of).
