Thanks, well I guess that rules out the most obvious cause - I would say it's worth uploading the save somewhere and re-directing this post to the 'tech support' forum, though it's not a bug per se, something is not working as expected and it's worth letting Jeff/Sebastian take a poke around in there to try and understand why. Alternatively, you can upload it to a file sharing site of your choice like Google Drive or Dropbox and post the link. As it's an MP league - you'll need to PM the commish acc details to Sebastian/Jeff so they can take a look.
