For the 2D engine there's actually been a lot of reports of the total opposite in this years game, that offense runs very high - so it would be good to know.
If you suspect that something is actually not right here and it's not just a case of an unfortunate combination of coach tendencies/player talent levels (though this shouldn't be the case at the start of a game) it may be worth uploading the save somewhere and submitting this on the tech support/bug forum so they can take a look and investigate why the offense is running lower than expected/desired.

Hey, I'm the guy who runs the file in question, the sim is currently set to own league games 2d, rest classic, which to my understanding means that it would be simmed in 2d.
