Context: This is a 32 person sim league on FHM 12 and we are in season 1. The majority of us control our own lines and roles, while Id say roughly half of us control our tactics. That said, while I have seen something like this before, the potential fixed we tried below seemed to always make a difference, whereas it definitely hasn't fixed anything yet.
I've attached a picture which includes our league statistics with averages, along with them averaged out to an 82 game season and compared with a prior league I ran which had rather typical offensive environment.
Currently teams are averaging around 2.3 goals per game, which is way down from the 3.1-ish I would typically expect. On top of this, shots are down to just 25 a game vs anywhere from 29-31 which I would typically expect. The league is also currently averaging 9 PIMs/G, when I usually see it around 6. The league has extremely low power play percentages, while also having a truly obscene amount of shorthanded goals scored.
After the first month, we switched all the coaches from the default of very defensive and very physical to balanced and balanced. Didn't make the offensive impact we were hoping for.
After the second month, we also increased every coaches attributes from 7/20 to 15/20 across the board and bumped up goals per game from 6.16 to 6.2. This still somehow barely made a dent
After the 3rd month, we then bumped the goals per game up from 6.2 to 6.7, which despite increasing offense in a test sim we did, was unable to change the offensive environment in the league for the following month as goals across the league went slightly down.
Ive also attached our highest scoring forwards leaderboard. Perhaps the low offensive game ratings and high defensive game ratings explain this too, or theyre more just symptom rather than cause.

What else can realistically be done? Has anyone else had similar issues and is there anything you did to solve it that hasn't been addressed yet?
