I don't think this has as much bang for the buck as it did in previous versions. I usually max it out anyway. I just type in an unreal huge amount of money and then it will adjust to the maximum amount the game will allow. Honestly if you don't adjust the aging and development settings for both pitchers and hitters you won't have much luck with development.
