If you want to increase the likelihood of complete games, you have to first make sure the pitchers have the stamina to do so. Either change the stamina setting from low to normal for example, or increase the SP stamina LTM.

Note on auto-calc:

When you auto-calc, OOTP will adjust the SP Stamina LTM to so the outcome is in line with whatever year you set for the historical year. So if you change the Pitcher Stamina from Low to Medium for example, the SP Stamina LTM will lower even more to compensate when you auto-calc.

So if you’re in 2025 and you want to both auto-calc LTMs and increase CGs, you must first auto-calc, then adjust either the Pitcher Stamina General Strategic Tendency or increase the SP Stamina LTM.
Thanks for the tip. Yeah, I had a feeling it compensates a bit when doing the seasonal update. That's fine. I've found a decent balance for what I'm looking for - normal stamina in the strategy setting (or low with slow hook), default or +1 hook, and .860 - .900 starter stamina under the league totals options. Seems to give me the balance I want.

Usually the league leader is (so far) sitting around 5-6 complete games a season, which feels much more like a realistic (albeit highly unlikely) return to higher innings workloads for pitchers in the future than say 20 complete games hahahaha.
