Hmmm that has not been my experience - admittedly a relatively small sample size. The objective factors seem to (mostly) control. An OF with a great arm can throw out even a fast runner. And sometimes a guy with no speed can beat an OF with a rag arm. The game seems to give runners a jump with two outs - as it should.
Playing lots of games, I have found that the narrative gives you broad hints on the coaching decision. It can tell you how deep the ball is, and may comment on the OF arm and the runner's speed. If the narrative emphasizes the OF arm, you'd be crazy to send the runner.
I've also learned (and has been confirmed by others with more experience) to disregard the 3D visuals I am seeing. This is particularly true when, for example, the narrative suggests a short fly ball, OF running in, while the poor OF on the graphic is running for the gap. Trust the narrative!
