Removing all "norming" in historical play isn't really feasible because you have players with very small sample sizes. Unless you want guys who pitched 1 scoreless inning or went 1-2 dominating your league you need some of it. You have the ability to set those playing time thresholds. I guess it would be nice to have more control of how the adjustments below the thresholds work but that would get quite complicated very quickly and there simply isn't going to be a perfect setting that adjusts all players perfectly in the eyes of each individual gamer.

League Totals is how the game works. League Total Modifiers tune the results.
It is the base of the game. Only way to change would be a total rewrite scrapping everything that OOTP has always been. Every version of OOTP, 6.5 and before, and the rewrite of 2007 are based on League Totals.
I suppose for what is being asked the best one could do would be to have all LTM's at 1.000 and get what they get? Not something I'd do and it of course would still require League Totals.
