Not true, as I noted above. Enabling International Amateur Free Agents makes the complex visible, even if there are no players in it (or even in the International Amateur Free Agent pool).

My League Settings - Players tab looks like this:

I've edited the player origins to roughly match what it would be if player talent was easily distributed around the globe. League Nation is "None" and Region is "Inter-Continental". On the Rules tab, there is "No Limit" on foreign players on the roster.
I can't find any other settings that might be relevant.
