You could give say, 1 star for every 5 wins above 81 (sorry, no fractions) to any team at the rookie, stone, and Iron levels, 2 for the silver levels, 3 for the gold levels, and 5 for the diamond level.

If someone decided to play the "I'm going to win 130 games in Rookie league and then play all irons in the playoffs" game, it would quickly become evident and measures could be taken. So realistically, it would take an FTP team all year to get 100 stars. Maybe it should be a star for each win above 81. That would at least give them the ability to complete the missions requiring multiple Clubhouse irons or bronzes.
