The game like in real life doesn't give you easily quantifiable answers. In fact it can give you lots of ambiguous signals and you need to use a raft of measures to then inform your decision.
There are some threads on Redit that go into Development sliders and realised efforts/
I take them as one cue in terms of what is happening development wise. Just because one category is showing minimal losses for a couple of cycles, doesn't necessarily mean cause for alarm. I cross reference with stats, scout reports, growth signals in ratings, stage of a players career.. and then make tweaks to sliders based on that. I don't min-max sliders but rather I try to align it to a strategy.. based on again what I'm seeing in a bunch of indicators.
