All you have to do is extend your player to under his arb estimate for year 1, and then go hog wild in years 2 thru x.

For example
Budget: $250m
Payroll: $165m
Money for Extensions: $0

Player A: Arb Estimate $7,775,000

Offer the following
Year 1: $6m
Year 2: $13m
Year 3: $20m
Year 4: $22m

etc... and it'll work (but you'll end up ****ing yourself down the road as your negative balance reaches like 80mil+)
