Not always true, it depends on the options you have chosen. With the pull down menus you have options to show the ratings based on the selection of either Scout or OSA. There are also selections that are "Always Scout" or "Always OSA" where the selection has no affect. The curse of all of OOTP's customization options.
I do use the "based on selection" option in my game and, like the screenshot I attached, it is an easy way to know who's ratings you are seeing.
I play dark skin. Out of curiosity if the selection in classic skin is white, what color is the non-selected?
