I think this is a bug. This is the issue. When inflation is set 0% to ANY% the
game will always choose 0% and not any number in between. But if I set the min to 1% and max ANY% it will increase 1%-ANY%.
I did a test set 0% to 15% and over the course of 10 years the baseline budgets never changed. Then did 1% to 2% and it increased every year.
