Chisholm was the only guy on base when men need to be on first and second, at least, to have the IF fly rule to be called.

Correct. Runners need to be on 1st and 2nd. With a runner on first only, I remember Ian Kinsler in particular would watch the guy out of the box and if he was dogging it he would drop the pop up and grab a quick double play.
