If you hit "Refresh Shop Data" then the card prices will populate. Buying cards directly from the mission screen is also new to PT26, but it suffers from a variation of the same problems with card shop lag.
Since some people are reporting that they never have these problems, I'm wondering if this could be ISP-related and not something that OOTP changed, or something that OOTP changed that is being handled differently by different providers.
