Also experiencing this debilitating bug.
Submit offer to IAFA at $X in Sim 1.
Sim 2 receive email that another team has submitted higher offer and I need to offer $Y. I make that offer.
Sim 3 receive email saying my offer is favored. Pending offers screen shows original $X as offer. Free Agents screen shows original $X as offer. Clicking Offer Contract shows original $X as offer and tells me I need to offer $Y to be in the lead.
Available money and IAFA money reflects the Sim 2 $Y offer.
Note that I also attempted to withdraw the original $X offer from the Pending Offers page. While the player is no longer willing to negotiate with me after "withdrawing", my finances show no impact from the withdrawal.
This really needs to be fixed. We lost league members over this in 25 and likely going to lose more if it isn't fixed ASAP. Impossible to actually manage your organization under these conditions.
