Online League - same/similar issue. This is for an international free agent.

His in-game email to me says,

"Thanks for the offer. It is fair, and unless someone else offers me a better deal I'll sign with you.

Cheers!"

My Pending Offers page says "Wants more money" and shows an offer to him that I never made. It shows what the player's initial ask was. Being in an online league, I offered over the player's initial ask.

When I go to offer the player a new contract, it says he is looking for the exact amount that I offered him.
It says my previous offer was [the amount the player was originally asking for]

I have only made 1 offer to this player as IAFA just opened in my league 1 sim ago. We simmed a 1-week cycle, and this was the result. There are no AI teams bidding against me, only human GMs in the league with me.

Another GM in my league showed me a screenshot when opening the player's offer page, it says "At present, the best offer is from the Nationals (My team), but I am not sold on them." He then asks for a reasonable raise from what I did indeed offer him.
