They're thinking about the next expansion. Evan Closky (sports director, WTSP [Tampa Bay]) was just saying on Brodie Brazil's show that Rob Manfred is trying to build to a MLB expansion because he thinks of it as his legacy. I doubt Burn-the-Tapes Goodell is any different.
Presumably two of the four expansion teams would be in Europe, to make the travel easier. Vikings at London, Vikings at Berlin, Vikes come home for a bye week, etc.
