Here are the stats from my last completed season in v25. I don't have a big enough sample in v26 to use right now. But the OP does mention it's been an issue for a "few years".

It's not what I'm seeing in my game. I've done nothing special to tweak my game. I use default player creation, progression, etc. etc. etc. I do autocalc my League Totals yearly but have never tweaked anything, including steals attempts or success.
I manage the Cubs and play every inning of every game. In my last season I lead the league in Team Steals by 52 with a team total of 245 steals, and an 84.5% success rate. I don't lead the league every year, but last season I had 5 guys that were 7 or 8 in ability with 6+ aggression. Most seasons I may have one or two of these guys at most, and with those two get the same successful results.

I have mentioned before in other threads that I do pick my spots to run. IOW never on an 8 arm C, and rarely try on a 7 hold (steals against these guys are broken hit and runs when they happen). But even with elite base stealers I still get thrown out by a 3 arm and think "huh"? What I don't do is give up trying because I got thrown out, be that by a cannon arm or a marshmallow arm.
