You can auto-update the ratings in commissioner mode, but unfortunately if you wanted to do similar to a "Start Today" with all transactions up-to-date, you would have to do that manually.
I've been looking very hard for a way to make this as a game mod instead of as a quickstart file, since that would allow this to be compatible with Start Today, but so far have not found a way to edit the relevant game files.
