This would be an extremely helpful clarification. Until I found this thread, I assumed my save was just bugged because I figured it would show some kind of indicator that if I were to call up a top prospect, they would be eligible for PPI instead of just saying "ineligible" until they've accrued the service time. So glad I found this thread!
