I've noticed that also. I think some of the settings on the right, below the league totals, still advance based on the historical year of the league, even if you turn off all other options that would make a league normally progress. (the other statistical modifiers). I noticed this with stolen bases also.
What I would try to do is just make the historical year always be 1990; maybe that way, those modifiers end up being more like 1990 than future years.
