I can see an issue where the game would try to create a file with double byte characters on the drive that doesn't support it. I think in your case it may make sense to install everything to the same drive. Probably the drive with double byte character set is safer to use.

On install specify a custom installation path on the double byte character set drive.

I thought of a lot of cases and tested them, and in the process, I found a suspected conflict with Directx.

I made a report through dxdiag, and diagnostics confirmed the conflict with OOTP26.exe. The error code is c0000374, and the conflict file appears to be the ntdll.dll file. This is the first time this is happening on my computer, and it's only causing a conflict with OOTP, which is questionable.

If necessary, I can provide the corresponding error report file, the Report.wer file, written in some Korean because of my region, but I don't think it will be a big problem.

FYI, just to tell you the information on the current PC I'm using, I'm currently using build 26100 of Windows 11 pro 64-bit 10.0, and the graphics driver is using Geforce's 572.20.

Currently, as a solution to this phenomenon, we have conducted self-diagnosis and modification through the DISM command and the sfc command through CMD Manager mode, and it is still unresolved. Additionally, we are planning to replace the ntdll.dll file directly, but it is unlikely to be resolved.
