Yeah, this is basically true. A real MLB type scouting model where literally every player goes from 35-50 would be kind of rough on a lot of users and not really make for a good experience.
That being said, we've certainly been trying to move more and more in the direction of using the real-life scales each version lately (f.e. compare minor leaguers overalls now to OOTP 10 years ago, where a lot of even AAA guys were 20 overalls), and we'll continue to do more in the future.
