The game has always underrated most minor leaguers, ostensibly to make it easier on human and AI managers to select the "best" players based on the grading system. If we were going by how scouts actually grade players, there would be virtually no 20 FV players in the minor leagues. There would be very few players below a 35 PV in the high minors. Roughly a quarter of players in the Majors would be 40 PVs.
While OOTP strives to provide a "real" experience, it is a video game and has to make some video-gamey choices for playability.
You're not actually complaining about them removing problematic players. Wander is dust, Bauer is a Triple-A pitcher these days.
