You can create the player "cards" using the Commissioner mode to edit existing players. You can import Lou Gehrig from a prime year and then edit the ratings to approximate your average calculation. You would need a bit of experience with the game to understand how the ratings in OOTP correlate to actual stats. The good news is that you can set up your league, save it, and then simulate a season to see the results. If Gehrig hits 70 HR, then you can roll back his power rating and try again from your save (which you copied elsewhere before running the simulation).

You can turn off the financials completely, along with most of the other things like roster rules, trades, etc. You can also prevent the AI from touching any of the rosters and set all of the lineups yourself. Again, it will take a bit of research and experimentation to become proficient at setting one of these leagues up.

I would suggest searching this forum for posts by Garlon on historical settings. It will give you an idea of what is possible and how accurate the simulation is. it will also let you know how serious some of the users are.
