Update:

For lack of a better method (cannot get draft import to work), I've been deleting players with potential of better than half a star, and then copying to get the number of players above 900.

The biggest current issue is that while most of these players do not randomly improve, some players (out of nearly 1800 of these players in the minor leagues at this point) a handful are randomly developing into 2 or 3 star players.

I've set the talent randomness to 1 in order to try and prevent this, but it is still occurring.

Any ideas on how make it so drafted players cannot develop?

My next attempt at this goal I'll be editing stats to make players who are the absolute worst in every stat enter the draft, to hopefully prevent dev randomness from having any big effect.
