Thank you for advocating for the developers.
There are only certain "pages" in game a commissioner can access. In order to access them, they must already be identified in the code, otherwise anyone could access them. It seems to me that it would be not hard to put in code that identifies when said pages were accessed and dropped into a log.
I am sorry I lost "a lot of respect" for assuming the developers of this amazing game could figure it out given these reasons.
