For example, with my PP1, only one OZ and NZ tactic have a good fit. All rest are bad terrible fits or blank. When that happens, i leave the scheme and only adjust tempo, aggression, shooting, and passing but I never feel like I get to the point where the PP is "clicking" and generating good chances consistently even with good chemistry and strong offensive players.

There's no set formula, you have to experiment by juggling lines, switching a tactic. You hover each category with the sliders you can see what it affects. It may or may not work, because player roles will also affect how players react. You don't want to constantly change tactics either, because it takes time for the team to adjust to each new tactic. Finally, if who fits a tactic is blank, go with that over a more negative tactic.
